Introduction of online survey about National Education Policy

Abstract

This study has investigated about National Education Policy in Malaysia. It is to know the perception of community about National Education Policy in Malaysia for an improvement and to identify the advantage or disadvantage of National Education Policy. The respondents are among the engineering students from University Malaysia Pahang and others are society from all ages. This research examined about teaching science and Mathematics in English instead of Malay for secondary and primary school in Malaysia, the education system which is for PMR (Penilaian Menengah Rendah) and UPSR (Ujian Penilaian Sekolah Rendah) that seems to become exam oriented for students, students integrity with the National Education Policy and to make an improvement for the National Education Policy in Malaysia. Education in Malaysia is an on-going effort towards further developing the potential of individuals in a holistic and integrated manner so as to produce individuals who are intellectually, spiritually, emotionally and physically balanced and harmonious, based on a firm belief in and devotion to God. Such an effort is designed to produce Malaysian citizens who are knowledgeable and competent, who possess high moral standards, and who are responsible and capable of achieving a high level of personal well-being, as well as being able to contribute to the betterment of the family, the society and the nation at large.


INTRODUCTION

Background Information


Education in Malaysia is overseen by two government ministries which is the Ministry of Education for matters up to the secondary level, and the Ministry of Higher Education for tertiary education. Although education is the responsibility of the federal government, each state has an Education Department to help coordinate educational matters in their respective states. The main legislation governing education is the Education Act of 1996. The National Education System involves several levels of schooling which includes preschool, primary, secondary and tertiary education institutions. Entry into public preschools is limited to local citizens. However, non-citizens may enroll into primary and secondary public schools. In public schools, the medium of instruction is the Malay language (Bahasa Melayu); except for lessons in the English language. The other two subjects taught in English are Science and Mathematics. Students of the national education system need to sit for Malaysia’s public examinations. The system is governed by the Malaysian Examination Syndicate, which plans and schedules examinations that students of the national education system need to sit for. Policy in Malaysia is designed generally upon the requirement of the political and social structure and the future demand of the nations as a whole. Since Malaysian community is a multi-ethnic society, therefore, any public policy formulation has to be carefully studied by taking into consideration many factors such as political, social and economic factors to give an acceptable norm of satisfaction among its citizen. Therefore, this term paper will briefly explain the influence of all these factors that eventually set up the current education policy in Malaysia. The objective of National Education Policy is to set up a system of education that can fulfill the nation’s need and encourage cultural, social, economic and political development. Integrate the multiracial school children and prepare a work force for the needs of the economy. To fulfill the country’s manpower needs in the short and long run as well as produce a society that is united, disciplined and trained. Achieve the objective of the National Education Philosophy to produce human beings with knowledge and character, balanced and harmonious for peace and prosperity.

Objectives of the study

The objectives of the online survey are:

1) To investigate the important of National Education Policy on community perception.
2) To identify the problem that occurs and find out the solution for an improvement.


Research questions


The main research questions of this study are:

1) Do you know about National Education Policy?
2) Did you agree teaching science and mathematics subject in English instead of Malay for secondary and primary school?

3) Our education system may have become very exam-oriented but the cause is not the exams themselves. Therefore, PMR and UPSR examination may soon be eliminated altogether. Is it given advantage or disadvantage for student?

4) In campus frequently occurs an academic dishonesty among university students such as nobody wants to be the person working hard, while another is getting by cheating. Is it the National Education Policy can achieve an integrity for students?

5) A good and fair national education is the responsibility of the society of any nation. Do you think the National Education Policy need to be change and re-examined?

Definition of key terms

In this study, certain concept and terms were used. The meaning of the following terms is may only be understood within the context of this study: According to Albert Einstein state that Education is what remains after one has forgotten what one has learned in school. It is a miracle that curiosity survives formal education. The only thing that interferes with my learning is my education. The act or process of educating which the result of educating, as determined by the knowledge skill, or discipline of character, acquired. Also, it is the act or process of training by a prescribed or customary course of study or discipline. The definition of policy is like a decision or a set of decisions, and we make implement or carry out a policy just as we do with decisions. Like a decision a policy is not itself a statement, nor is it only a set of actions, although, as with decisions, we can infer what a person's or organization policy is either from the statement he makes about it, or course of action adopted and pursued by a government,ruler, political party.
