Sharing~~



He was born in Johor Bahru on 12 February 1922. He was married to Tun Suhaila Binti Mohammad Noah for 42 years and he also married to Tun Suhaila Binti Mohammad Noah. He had 2 sons and 4 daughters. He received his early education in Singapore and at English College in Johor Bahru. In 1949, he becomes the first youth chief of UMNO. He died on 29 Mei 1990 in Seaton Medical Center, San Francisco at the age of 68. The person that I means is Allahyarham Tun Hussein Bin Dato’ Onn was the third Prime Minister of Malaysia ruling from 1976 until 1981.

How Tun Hussein Bin Dato’ Onn has influence me?

Why I choose Tun Hussein as my inspiration?

This is because of his attitude. Firstly, Tun Hussein always cautious when making decisions. He was a very cautious when make decisions affecting the affairs of the country. He is vey straights to his principles. Military experiences make Tun Hussein a disciplined and always punctual. He known to be humility and honesty and he celebrated by Malaysian as a leader.

Secondly, he is a strive person. In UMNO, Tun Hussein Onn strives to maintain unity among the members and the leaders of the party that can deal with challengers that arise. As a strive person, he took some action to eliminate corruption in government or party. In additionally, he was received pressure from members to eliminate elements that are suspected to be involved in the activities of pro-communist. For the progress of the party, he has launched a Koperasi Usaha Bersatu (KUB) in May 1977. This koperasi received membership from among the members of UMNO and Malays in general with the purpose of accelerating the participation of Malay in the economy sector.

Thirdly, he was also an active person. He inspires me to be an active person. Since retiring from politics, Tun Hussein Onn was active in Social and other contributing towards country development. He was appointed by Dato’ Seri Dr. Mahathir as the first president at International Islamic University. He was also a chairman of the Institute of Strategic and International Studies and a president of Petronas Advisor Association of the Blind Malaysia. Now, an eye hospital has enshrined his name and known as the Tun Hussein Onn Eye Hospital.

For the conclusion, Tun Hussein Onn was looked upon as being very sincere in his struggle for racial unity and had a reputation of being firm against anyone that tried to create racial unrest in the country and it was due to this, that he was known as Bapa Perpaduan or Father of Unity.

RESULTS AND DISCUSSION



Figure 1: National Education Policy


The pie chart above shows the knowledge of National Education Policy among society in Malaysia. Based from the graph, almost 70% which is 28 of the respondents said that they know about National Education Policy, while 30% which is 12 of the respondents said that they did not know about National Education Policy. According to the pie chart, it can be concluded that many community in Malaysia know and release about what is National Education Policy in Malaysia. It showed that, they care and want to know about current issue in the country. However, there are some of the society did not know what is National Education Policy. It also showed that they did not care about the country. They also have a little bit of knowledge about this policy.

The pie chart above in figure 4 shows the percentage of people that agree and disagree teaching science and mathematics subject in English instead of Malay for secondary and primary school. Majority of 72% respondents agree to learn mathematics and science subject in English while 28% of respondents are not. According to Wilson (1968), he state that they believe further that the ultimate objective of educational policy in this country must be to bring together the children of all races under a national education system in which the national language is the main medium of instruction, though we recognize that progress towards this goal cannot be rushed and must be gradual. In my opinion, the main issue is Malay is the national language therefore instruction must be delivered in that language, but the learning of other languages would not be stopped if requested by the parents. All standard one formerly in Malay, Chinese and Tamil schools had begin using English language as their medium of instruction. The Teaching of Mathematics and Science in English (ETeMS) or better known by its Malay acronym, (PPSMI) policy was implemented in phases, beginning with Year One, Form One and Lower Six students in 2003 during the tenure of former prime minister Tun Dr Mahathir Mohamad. According to the pie chart , we can conclude that many people are agree with the government which is implement teaching Mathematics and Science in English. They think it is helpful for students to further their studies. All the quality books and references also mostly in English. All this makes students easily to go through without problem. Although teaching Mathematics and Science in English but government and the community of Malaysia still accept Bahasa Melayu as Bahasa Kebangsaan. However, trough out this year, the Cabinet has decided that the medium of instruction for Mathematics and Science will revert to Bahasa Malaysia in national schools and mother-tongue languages in national type schools from 2012 onwards. The reversal of the Teaching of Math and Science in English (PPSMI) policy will be done in stages said by the Deputy Prime Minister Tan Sri Muhyiddin Yassin. He added that there will be greater emphasis on learning the English language. English literature will be re-introduced, as will subjects on grammar and composition. The change will not affect those in Form Six and Matriculation. He state that the two subjects There have been calls from various groups for the policy to revert to before 2003, when the subjects were taught in Bahasa Malaysia in national schools, and either in Chinese or Tamil in national type schools. The issue has seen a rare alliance between Malay and Chinese educationists, who are against the switch, although there are also calls by many parents and entrepreneurs for English to be maintained. Lastly, the decision is final. Hope the decision they make might not bring any regret to our future generations.

The pie chart above shows the percentage of the respondents’ opinion about the elimination of PMR and UPSR examination. Majority of the respondents said that, there will give disadvantage for student if PMR and UPSR examination will eliminate. Only twelve respondents which are 30% said that there will give advantage for student if PMR and UPSR will eliminate. According to the pie chart there are a lot of disadvantages for student if this examination will eliminate. It can be concluded that the PMR and UPSR examination should not eliminate because it will give bad impact to student. Education Minister Tan Sri Muhyiddin Yassin had announced that the PMR would be replaced with a school-based assessment. The syllabus of the Ujian Penilaian Sekolah Rendah(UPSR), which will be maintained in its current format, would be revamped to enhance its effectiveness. Some parents had expressed their concerns over the abolition of PMR, saying that a school-based assessment might backfire and create even more issues like plagiarism and favouritism in class.

The pie chart above shows the student’s integrity that can be form based on National Education Policy. 60% of the respondents disagree that National Education Policy can build an integrity for student while 40% agree that integrity can be achieve by National Education Policy. According to the pie chart, Integrity is adherence to moral and ethical principles, soundness of moral character and honesty. The problem of National integrity is nation building involves the process of bringing together people of different racial, ethnic and religious groups. Most leaders believe that the most effective and important way to build united people in the nation is through school which is from education. Thus, school now become one of the instruments used to achieve national unity and integrity. Political elites in Malaysia felt that schooling in national medium (malay) will create a nationally integrated citizens and produces new Malaysian man and woman. To overcome National integration problem so, the new Education Policy is introduced which launched in 1970 and the Instruction was given only in national language. Schools formerly in the Chinese, Tamil and English language were converted to national language. Therefore we can conclude that education is one of the instruments that can be used towards One Malaysia which can build integrity and integration among people. Besides language and common syllabus being used in schools, co-curricular activities can help to motivate and discipline the students to have a good behavior.

The pie chart above indicates the National Education Policy need to be changed and re-examined or not. About 87% which is 35 respondents that chosen National Education Policy needs to be changed and re-examined. It takes the higher percentage of this survey. However, about 13% which are only 5 respondents that chosen National Education Policy no needs to be changed and re-examined. According to the chart, the respondent want National Education Policy need to be changed and re-examined because it must follow the changing of the situation in education. So, this policy needs to be change suitable with the situation. However, there still have respondents that did not want this policy change and re-examined. This is because they felt this policy is suitable for all time and situation and it no need to re-examine. It can be concluded that probably the respondents need the changing in National Education Policy. So, the government should make changing in this policy and it should be renew or up dated with the situation.



CONCLUSION

In conclusion, education reformation between countries may be different due to the characteristics of the nation, political and socio-economic establishment within one state. Hence, any kind of proposals on reforming education system in Malaysia has to be justifiable within the scope of the main vision of the country, in another word is the national policy. One way to collaborate is to proceed along the line with the vision of the country that has already been accepted by the whole nation and through structurally effective government machinery that has main players to formulate and implement the policy effectively and efficiently. Careful planning is necessary to ensure the implementation of the curriculum. Thus, the school plays an important role in creating a conducive environment encouraging excellence. In this respect, headmasters and teachers need to understand and internalize the National Education Philosophy, the aims and objectives of the National Education Policy and the integrated approach of the curriculum. Apart from the school and parents, society also plays an important role. The success of the curriculum depends on society’s support in assisting the school to develop pupils’ personalities and to participate actively in matters relating to education. Through social cohesion, the people will learn, understand, accommodate and assimilate each other and hence subsequently recognize the needs to be One Malaysia nation. For the Integration Plan for Unity, Schools are encouraged to collaborate in organizing Integrated Plan Activities between schools of different categories.

Introduction of online survey about National Education Policy

Abstract

This study has investigated about National Education Policy in Malaysia. It is to know the perception of community about National Education Policy in Malaysia for an improvement and to identify the advantage or disadvantage of National Education Policy. The respondents are among the engineering students from University Malaysia Pahang and others are society from all ages. This research examined about teaching science and Mathematics in English instead of Malay for secondary and primary school in Malaysia, the education system which is for PMR (Penilaian Menengah Rendah) and UPSR (Ujian Penilaian Sekolah Rendah) that seems to become exam oriented for students, students integrity with the National Education Policy and to make an improvement for the National Education Policy in Malaysia. Education in Malaysia is an on-going effort towards further developing the potential of individuals in a holistic and integrated manner so as to produce individuals who are intellectually, spiritually, emotionally and physically balanced and harmonious, based on a firm belief in and devotion to God. Such an effort is designed to produce Malaysian citizens who are knowledgeable and competent, who possess high moral standards, and who are responsible and capable of achieving a high level of personal well-being, as well as being able to contribute to the betterment of the family, the society and the nation at large.


INTRODUCTION

Background Information


Education in Malaysia is overseen by two government ministries which is the Ministry of Education for matters up to the secondary level, and the Ministry of Higher Education for tertiary education. Although education is the responsibility of the federal government, each state has an Education Department to help coordinate educational matters in their respective states. The main legislation governing education is the Education Act of 1996. The National Education System involves several levels of schooling which includes preschool, primary, secondary and tertiary education institutions. Entry into public preschools is limited to local citizens. However, non-citizens may enroll into primary and secondary public schools. In public schools, the medium of instruction is the Malay language (Bahasa Melayu); except for lessons in the English language. The other two subjects taught in English are Science and Mathematics. Students of the national education system need to sit for Malaysia’s public examinations. The system is governed by the Malaysian Examination Syndicate, which plans and schedules examinations that students of the national education system need to sit for. Policy in Malaysia is designed generally upon the requirement of the political and social structure and the future demand of the nations as a whole. Since Malaysian community is a multi-ethnic society, therefore, any public policy formulation has to be carefully studied by taking into consideration many factors such as political, social and economic factors to give an acceptable norm of satisfaction among its citizen. Therefore, this term paper will briefly explain the influence of all these factors that eventually set up the current education policy in Malaysia. The objective of National Education Policy is to set up a system of education that can fulfill the nation’s need and encourage cultural, social, economic and political development. Integrate the multiracial school children and prepare a work force for the needs of the economy. To fulfill the country’s manpower needs in the short and long run as well as produce a society that is united, disciplined and trained. Achieve the objective of the National Education Philosophy to produce human beings with knowledge and character, balanced and harmonious for peace and prosperity.

Objectives of the study

The objectives of the online survey are:

1) To investigate the important of National Education Policy on community perception.
2) To identify the problem that occurs and find out the solution for an improvement.


Research questions


The main research questions of this study are:

1) Do you know about National Education Policy?
2) Did you agree teaching science and mathematics subject in English instead of Malay for secondary and primary school?

3) Our education system may have become very exam-oriented but the cause is not the exams themselves. Therefore, PMR and UPSR examination may soon be eliminated altogether. Is it given advantage or disadvantage for student?

4) In campus frequently occurs an academic dishonesty among university students such as nobody wants to be the person working hard, while another is getting by cheating. Is it the National Education Policy can achieve an integrity for students?

5) A good and fair national education is the responsibility of the society of any nation. Do you think the National Education Policy need to be change and re-examined?

Definition of key terms

In this study, certain concept and terms were used. The meaning of the following terms is may only be understood within the context of this study: According to Albert Einstein state that Education is what remains after one has forgotten what one has learned in school. It is a miracle that curiosity survives formal education. The only thing that interferes with my learning is my education. The act or process of educating which the result of educating, as determined by the knowledge skill, or discipline of character, acquired. Also, it is the act or process of training by a prescribed or customary course of study or discipline. The definition of policy is like a decision or a set of decisions, and we make implement or carry out a policy just as we do with decisions. Like a decision a policy is not itself a statement, nor is it only a set of actions, although, as with decisions, we can infer what a person's or organization policy is either from the statement he makes about it, or course of action adopted and pursued by a government,ruler, political party.

The song title is “Satu Malaysia” composed by AMP Radio Networks All stars. I choose this song because it can inspire us as it had inspired me to be 1 Malaysia. The lyric was interesting and meaningful to me. Since Datuk Seri Najib Tun Abdul Razak became the sixth Prime Minister, he introduced a concept of solidarity, which is One Malaysia. The Prime Minister also states that the 1 Malaysia concepts is the guideline on how to achieve bangsa Malaysia, which translates into English as a “Malaysian race”. People First. Performance Now." That's the theme of the one Malaysia concept that was given by our 6th Prime Minister of Malaysia.

For the first reason I choose this song..I would like to share about the song lyrics which is

One nation, one voice, one tone, one rhythm. Together we have achieved everything to be 1 Malaysia.

Nowadays, certain of Malaysian citizens sort their selves according by their races. Thus, it will create a gap between races. Furthermore, some of our people are only socialize with their own race and they were unlikely to be friendly to the other races. These factors are also adapted into our local economy sectors. For an example, The Chinese employer will only hire Chinese employees to work in their company. As a result, Chinese are now dominating the commercial fields in Malaysia. Plus, it also caused other race such as Malay and Indian to have less opportunity to work in this field. Besides, it also causes our country become not completely united. That’s why in this song state that we all together must unite to achieve everything to be one Malaysia.


For the second reason, the songs state..

We share the words that we speak

When speaking of unity, in Malaysian context, the first thing that comes to mind is all races living together share the foods and their talks and live in harmony. Unity comes in many other forms such as unity in education, cultural, socio-economy, political, regional and so on. They are no difference between the rich and the poor, the government and the opposition, the educated and those who are not, the white collars and the blue collars, the young and the old, and so on. We must share everything because as we need to accept and live in peace with each other, showing concern and respect and interest in all people. We must develop a spirit of love, kindness and generosity among our people.

As a Malaysian, to go up together we must know and understand about the Rukun Negara that consist of 5 principles. It was officially introduced on 1970 in the hope that it would strengthen national unity in Malaysia's multicultural society. The declaration of the 5 principles are

The Rukun Negara bears a strong link to the 1Malaysia and it was created to form a national ideology to unite the multi-racial nation.


In conclusion, today I ask you to join me in this task of renewing Malaysia and rise to the challenge of building a One Malaysia. Being different in culture and religious beliefs have contributed to making us very unique and interesting. Though Islam is the official religion, but there is freedom of religion in Malaysia.
